Economy & Enterprise Manager

Carl has over 20 years’ experience in Economic Development. After completing his degree in Economics at Keele University, Carl built his career leading an Economic Development team in Worcestershire, establishing an effective private sector forum, attracting inward investment, driving the visitor economy sector and delivering multiple ERDF funded projects.

Carl Joined TDA in 2010 to manage the delivery of a number of Economic Development ERDF projects and was promoted to the role of Economy and Enterprise Manager in 2014. In his role, Carl leads the development and delivery of the Council’s Economic Strategy that focusses on developing Torbay as a place, driving business start-up and growth and retaining, attracting and supporting skills development. Carl is supported by a professional and pro-active team of Economic Development practitioners.

In addition, Carl is an active member of the Heart of the South West’s Local Enterprise Partnership Core Team supporting the strategic development and implantation of the regional Economic Development Strategy to improve the Region’s Economy and capitalise on opportunities for Torbay. In this capacity Carl and the team are working to support the growth of bedrock sectors including fishing and tourism as well as high growth opportunities in the photonics sector.
