Service Manager – Drainage and Structure

David is a highly motivated Chartered Civil Engineer with over 35 years’ experience in the Civil engineering industry. During this time, he has gained an extensive knowledge of the civil engineering sector especially with regards to drainage and coastal issues. He has worked on a wide range of schemes up to a value of £8 million.
Prior to joining TDA, David worked for Torbay Council for over 20 years as a Senior Engineer, managing works for South West Water under the sewerage services management contract.
Since 2003 in addition to the works undertaken on behalf of South West Water, David has managed the land drainage works and flood alleviation schemes together with maintaining the main rivers within Torbay on behalf of the Environment Agency.
In 2005 David became Service Manager for the Council’s Engineering Section. Over recent years David has produced a number of strategic documents specifically in relation to flooding and these include the Torbay Council Level 1 and Level 2 Strategic Flood Risk Assessments, The Torbay Council Preliminary Flood Risk Assessment and the Torbay Council Local Flood Risk Management Strategy.
David is an established Member of the Institution of Civil Engineers and the Chartered Institution of Water and Environmental Management and he sits on the Chartered Institution of Water and Environmental Management Urban Drainage Group Committee.
Over recent years David has been involved with numerous Research and Development projects in the UK and across Europe, looking at the effects of climate change on flooding, coastal issues and critical infrastructure and he is co-author on a number of published papers.
David has a wealth of experience in the design and construction of civil engineering projects.
In his current role at TDA he is responsible for the management of a team of engineers and technicians undertaking flood alleviation works, coastal defence works, highway works and structural works.
