TDA has provided strategic and cost consultancy advice to the Royal Devon and Exeter NHS Foundation Trust for three projects at Wonford Hospital.
The projects include an emergency department reconfiguration, a care home development providing extra care housing and a residential village. The total capital cost of the projects is in the order of £70m.
Emergency Department Reconfiguration
This £19m project will provide the department with eight fully compliant resuscitation bays, a hybrid operating theatre, a clinical decisions unit and a paediatric emergency department.
TDA is acting as strategic advisor to the programme director and project board, developing a project brief, appointing design consultants and preparing the project programme.
As part of its cost consultancy service, TDA has assisted with drafting the outline business case and continues to work with the Trust on the full business case. This included leading an options appraisal workshop to engage stakeholders including consultants, clinicians and orthopaedic consultants, to provide a clinical decisions unit. TDA attends core assurance group meetings and is part of the project board. The project is expected to be complete in 2023.
Extra Care Housing
TDA has provided cost consultancy and project management support for preparation of an outline business case for a £15m 72-bed care home. The project will also provide up to 48 extra care apartments.
As part of the outline business case, TDA will assess the capital requirements, prepare a risk analysis, the project programme, the life cycle and the hard facilities management costs.
To complement the expansion of the hospital site and maximise commercial opportunities and provide an income generation, TDA provided expertise in the preparation of an options appraisal for an outline business case for a residential village.
The village will provide 48 student beds and 48 patient and visitor hotel rooms. There will also be 1, 2 and 3 bed key worker apartments providing 400-600 beds. A café, gym, supermarket concession, multi-storey car park and external landscaping is integral to the development.
