Adults in Torbay who want to improve their maths and numeracy skills can now sign up for free courses thanks to a new government initiative.    Multiply is a government-funded programme aimed at adults who do not already have a GCSE grade C/4 or higher in Maths or an equivalent subject. It hopes to give people
