The Sites are located in a predominantly residential area with good access links, being within close walking distance of Totnes town centre, and Totnes railway station. The sites also have excellent access to public transport links as well as the National Cycle Network, which both offer superb access to the rest of the South Hams and all of the major towns and cities in the area.

  • Access to Sites A, B, and C is currently via a private driveway at the north of the site. The driveway is within the ownership of DVLT and leads on to Sites B & C. The southern boundaries of the site abut the Western Bypass and Barrack Hill. Access to Sites E & F1 is directly via the A385. Pedestrian access to the owner's retained land to the east of sites E & F1 will need to be accommodated within the scheme layout of any proposed development. All sites are held under Title number DN670050 and are owned Freehold. Title Information is available in the Technical Pack available upon request. Vacant possession of sites A, B, E and F1 is available immediately. Site C accommodates Redworth House which is required operationally in the short term by the current owner for their sixth form provision. It would be the current owner's preference that this short term operational requirement is accommodated by a prospective bidder ie by the phasing of any potential development, and /or by the negotiation of a mutually convenient lead-in period. Planning, There is an allocation in the Plymouth and South West Devon Joint Local Plan (2014-2034) for surplus sites within the DVLT's ownership (Sites A, B, C, E & F1) for residential led development (see Policy TTV20 for more detail). Provision is made for circa 130 homes as part of a wider offer for Totnes to include enhanced education and sports facilities. The purpose of the proposed disposal of surplus land is for the realisation of a capital receipt to be used by the freeholder to improve the educational offer and sports facilities on the retained site. It is therefore anticipated that residential schemes in line with the Local Plan may be favoured, however potential bidders should make their own enquiries of the planning authority South Hams District Council. Individual schemes are subject to planning consent. It is our view that a proportion of the available land may be suitable for commercial use or as part of a mixed use element to a predominantly residential scheme, subject to planning consent. It is likely that this may only be considered by the planning authority once the requirements of the residential allocation as set out in the Local Plan had been met. Viewings, accompanied viewings are available by prior appointment with the TDA. Care must be taken when visiting the site. Offers are invited for the freehold interest in the site(s). Offers may be made in accordance with the guidance set out in the Submissions of Offers section below. The Seller's preference is to dispose of the Sites as a whole and on an unconditional basis in respect of planning consent but reflecting the potential of the sites given the Local Plan allocation. Consideration will also be given to offers linked to planning overage provision. Prospective bidders will be required to make reasonable endeavours to obtain planning consent for development, and bids should clearly state the proposed overage provision linked to obtaining a more valuable planning consent. It should be noted that offers submitted for a proposed educational use will only be considered if the proposed educational offer is not in direct conflict with the owner's educational provision on its neighbouring site. The conveyance for any proposed sale will include a restriction on any conflicting educational use.
