Managing workspace can be a complex project that needs to consider a multitude of operations to ensure a smooth end-to-end process. The vital combination of providing small businesses with affordable premises and business support solutions, whilst bringing in reinvestment funds wherever possible, requires a careful balance.

Somerset County Council own a number of workspace sites across the county, collectively known as Somerset Enterprise Centres. Having managed the properties themselves for a number of years, they were seeking to outsource the management to an external provider.
The procurement of operational management services aimed to improve visibility of the economic strategy to support small businesses within the region, increase occupancy levels and secure an income for reinvestment into initiatives for economic growth.
With plans to introduce a new build flagship site into the portfolio, Somerset County Council were also looking for a provider that could respond rapidly and take an active part in the completion and integration of the new centre.
Combining the existing estate with the new centre, sees 60,566 of lettable space across eight locations.
TDA provides a complete solution bringing together expertise to provide valuation and estates, property maintenance, facilities management, finance, marketing and operational management services. Our business advice service provides added value to tenants.
Creating a complete database of all units within the centres gives TDA a platform from which we proceed with asset valuations, lease reviews, tenant communications, marketing and rent collections.
TDA has developed a close working relationship with Somerset County Council, providing consistent improvements to the management of the estate. We are seen as key advisors on enhanced ways of managing the centres, including space optimisation, tenant selection and management and are actively involved in consultation on new centre planning.
Our active marketing, which includes having the complete portfolio on Rightmove, enables a consistent pipeline of prospective tenants. This has lead to occupancy levels increasing from pre-contract levels and consistently exceeds targets set by Somerset County Council.
Aged debt has been significantly reduced from pre-contract levels through processes in place to trigger interventions at appropriate points.
Successful rent collection processes have improved income levels and with effective cost management, Somerset County Council receive annual payments over and above forecasts.
A complete programme of maintenance ensures that all centres are operated to the highest levels of legislative requirements. Our facilities management helpdesk provides rapid and cost efficient reactive maintenance across the dispersed geography.
Our businesses advisory service works with both tenants and the wider business community in Somerset, to work through challenges, support growth and are actively involved with over 50 start-up businesses.
Facilitating networking events and workshops brings together a community across the centres and region.
Our successful partnership with Somerset County Council over the past 7 years, running the Somerset Enterprise Centres on their behalf, has enabled a series of accomplishments. From supporting a growing number of SME Businesses with affordable accommodation and business support to putting in measures to enhance the community across the network. We very much look forward to our continued relationship through the now 3-year extended period, during which time the network of centres is set to grow into other areas of the county.

South Hams District Council and West Devon Borough Council needed to complete a programme of Building Reinstatement Insurance valuations of their portfolio. With a range of assets, including leisure centres, offices, public toilets, depots and business and industrial units, the Councils needed to complete this large exercise in a 3 month time period. With this information, the Council’s Insurance Teams were able to submit new valuation figures to their loss adjustors, so that they were able to calculate the new annual insurance premiums.
Guy Pedrick, Senior Specialist of Assets at South Hams District Council and West Devon Borough Council, said: “With over 190 assets needing valuing across the South Hams and West Devon we required support to get this important project delivered in a timely manner. Professional assistance to deliver this was much needed and TDA are a valued provider of this service.”
We managed this bespoke project, providing regular updates on progress through a dedicated resource of one chartered surveyor. This dedicated surveyor acted as a conduit between the Council’s and our Estates Team, ensuring all data was provided to assist the project.
We also provided estate service support to South Hams District Council and West Devon Borough Council. The contract involved providing professional advice on all aspects of management of the Council’s estate, including new lettings, lease renewals, rent reviews, wayleaves and easements, release of restrictive covenants and asset valuations.
The project was completed in three phases, all within an agreed timescale. Regular updates were provided throughout the project which comprised of the revaluation of 190 assets, totalling £102m.
The continued professional service provided by TDA met the Council’s needs in this project. This enabled existing Council staff to be directed onto other work. The support provided means our case loads are dealt with efficiently, with expertise and understanding. This service gives our Assets team much needed support at a busy and challenging time.

Taunton Deane Borough Council and West Somerset District Council were required to revalue a significant proportion of its property portfolio in relation to the delivery of the authority’s annual statement of accounts. With a mix of assets from their general fund, investment assets and assets held for sale, the revaluation programme was required for property and land within an 8 week time frame.
Tim Child, Asset Manager for Taunton Deane Borough Council and West Somerset Council, said: “With 310 assets and 101 parcels of land needing valuing across Taunton Deane and West Somerset and an additional 75 beacon properties in our Taunton Deane Housing Portfolio we needed support to get this project delivered in a timely manner.”
We provided a team of chartered surveyors to professionally undertake the Capital Accounting Asset Valuation Programme for the authority. Drawing upon detailed market knowledge and working closely with the Asset Management Teams from both authorities, the assets were valued in accordance with the RICS Valuation Professional Standards & CIPFA Code of Practice on Local Authority Accounting in the UK.
The project was completed within the agreed timescale with the revaluation of 310 assets, totalling £109m. The support provided by the TDA enabled existing Council staff to be re-assigned onto other projects across the district.
Overall the entire project was delivered on time and to budget meeting essential annual reporting requirements. It represented a time saving for both Councils allowing them to focus on other pressing projects and using TDA as a flexible workforce. Essentially providing a tap of expert services during peak periods of activity as and when they are needed.
An excellent service was provided by TDA with a very challenging project. A number of TDA staff were involved and worked well as a team under challenging timescales and were competent and very professional in their approach.
